Pastors Targeted in Nyarugusu: Allegations of Torture and Coercion Against Burundian Refugees

The Coalition for the Defence of Human Rights of Refugees Living in Camps (CDH/VICAR) expresses grave concern over credible reports indicating a new escalation of abuses against Burundian refugees in Nyarugusu Refugee Camp. According to multiple testimonies, religious leaders are being targeted, tortured, and accused of obstructing repatriation—an alarming development that signals intensifying coercion within the camp.

Following earlier allegations involving Pastor Malak, reports now indicate that Pastor Chartiel Nzoyihera is in critical condition after alleged torture inflicted by Siasa Manjenje. These acts are reportedly carried out under the pretext that pastors are discouraging congregants from returning to Burundi—an accusation that, if used to justify violence, constitutes a grave violation of fundamental rights.

Testimonies further allege the involvement of a refugee representative, Josaphat Manirakiza, imposed on the refugee community despite widespread opposition. Refugees accuse him of links to Imbonerakure and of acting on behalf of the Tanzanian Government and the Burundian Government. These allegations, if substantiated, point to an environment of intimidation designed to suppress dissent and compel returns.

CDH/VICAR underscores that targeting religious leaders, employing torture, and exerting pressure to force repatriation violate international refugee law, including the principles of non-refoulement and voluntary, safe, and dignified return. We call for immediate, independent investigations; urgent medical care and protection for victims; accountability for perpetrators; and decisive action by responsible authorities and partners. States must uphold their commitments.
